Contracting Officer Representative
National Children’s Study
Mr. Lumpkin is a Contracting Officer Representative for the National Children’s Study. Prior to coming to the Study, Mr. Lumpkin served as the Deputy Chief of the Bioinformatics and Computational Biosciences Branch (BCBB) of the Office of Cyber Infrastructure and Computational Biology, National Institute Allergy and Infectious Diseases, NIH, where he was instrumental in the strategic planning, expansion, daily operations, and special projects of the Branch. He also served the BCBB as its Deputy Head of Operations while concurrently serving as the onsite Program Manager for Lockheed Martin. Before coming to NIH, Mr. Lumpkin held a variety of academic and industrial Research and Development positions, including work on carotenoid metabolism, neurodegeneration, and gene silencing. His educational background includes a BS in Psychology with a minor in Biology from Towson University, a MS in Nutrition, Cellular/Molecular Concentration, from the University of North Carolina at Greensboro, an MBA with a concentration in IT Management from the Johns Hopkins University, and a Masters Certificate in Project Management from George Washington University.
